Speaking to a Stanford University gathering in September, Wisconsin Congressman Paul Ryan characterized the U.S. health care problem as one of inflation. “If you look closely,” he continued, “the reason is easy to see: The health care sector lacks most of the basic building blocks of a functioning market.”
